The description is fairly straightforward IMO.
Scribus is a Desk Top Publishing program that prepares files for printed
products or web use. It is WYSIWYG and emphasizes graphic elements as
well as text. It has built in drawing elements such as gradients,
layers, bezier curves, shapes and so on. The output is normally pdf but
bitmap outputs are also available. It is most suitable for book covers,
newsletters, highly illustrated books and flyers. The output can be
CMYK or RGB color model and icc profiles can be used.
At this point in time very long documents such as books can be prepared
but are best done in segments to be combined in another program
like pdftk. Features such as footnotes, endnotes, running headers,
bibliography, index, TOC etc. are not as extensive or as convenient
compared to e.g., TeX, InDesign, or word processors. Scribus is best
used in combination with graphics programs such as Gimp (bitmap
oriented) and Inkscape (vector oriented.) There is however
considerable feature overlap among all these programs.
In sum Scribus is a WYSIWYG DTP program that creates documents with
heavy graphic content in final form for printers. It does work that
would be created in Quark Xpress in times past. Scribus is under active
and continual development. The latest version considered safe for
production work is 1.4.0 but the development version 1.5.0 has useful
features such as pdf X/1-a:2001 output.
Scribus is Open Source and versions are available for Linux, MS
Windows and Mac OS X.
