Yes, it is available in Ubuntu repositories, but is known as ScribusNG,
which is the moniker applied to development versions of Scribus. While the
conservative advice is to use 1.3.3.14 for any production use, I have been
publishing my 60+ page magazine using the development version for a year now
AGAINST the generally accepted advice to use the stable version. Frankly, I
find 1.4.0 RC5 to be more stable on Ubuntu than the 1.3.3.14, labeled
Stable, was. Personally, I believe Scribus' advice is all a CYA type
mentality but I'd advise using 1.4.0 RC5 or later, known as ScribusNG in the
Linux repositories. RC5 (or Release Candidate #5) is the current
development version and is located in the Graphics/Publishing section of the
Ubuntu Software Center.
