[scribus] use of "Hand" causes Scribus to flip out

The closest thing Scribus has to a hand tool works only in Linux afaik, 
where holding down Alt allows you to move a window with the mouse.

One might argue that Scribus's "punishment" for this illegal move is 
sufficient to serve as an intense reminder not to do that. At least it 
didn't crash...

This may have something to do with the implementation of Qt in OSX. At 
any rate, there is no way to move a document page around with anything 
like a hand tool in Scribus, in any OS.
