The question is, of course, how can a 38 mb container hold all the data in
a 527 mb container? Does InDesign use some compression technique that
Scribus does not? If so, why not? After all, an almost 14:1 compression
ratio is significant!

If you could post the pdf's somewhere, maybe able to interrogate them a
little to see.
Depending on the version and method used to construct PDF yes there can
be use of compression, and if we are talking about text then there could
be significant differences in size.
Graphics also have a big bearing, what sort of graphics are embedded and
how are they handled?
