[scribus] starchy “"”quote marks

I am type setting using Times Roman, sometimes it gives me a nice 
curly, open and close, other time it gives me the strait starchy “"” 
ones from a MS document.

There is no sense in it how can I correct them, preferably in the 
import into Scribus. 1.4 on Windows XP?.
