[scribus] fixed line spacing

In the Scriptus 1.4 for Windows xp my line spacing keeps changing. I 
have set it to "fixed line spacing". I want a spacing of 13.20 for a 
12pt text. But it often turns onto 15.0 line passing. Is there any 
reason for it to so that?
