that's what a typographic grid is for.

you don't have to use it in a dogmatic way (as the article correctly
points out), but if you're going for a grid, i think that this is the
way to go!

it takes a few seconds to create a full typographic grid. you will
place it in your master pages.
depending on how you plan to layout your pictures you will make it more
ore less dense.
you don't have to manually place the guides on your page, you just
choose the number of colums and rows + a gap between them (and
reference them to the margin).
the task gets a bit more difficult if you want to match the rows,
the top and lower margin and the baseline grid. personally, i've written
a script that helps you do this and i plan to publish it after having
tested it throughly (i've used it only once until now...).

no, a picture book is clearly a DTP work in my eyes. no vector involved.

in my experience you'd better not use it for DTP work. scribus can do
some vector graphics and therefore it has a grid, too.
but this is not what you want to do.
