[scribus] PyQt4 import failure

theoretically, you can use pyqt from the scribus scripter, but in 
reality it's rather a pain to use... for now.

hendrick and jain have reworked the scripter into a scripter 2 which 
will better support pyqt, among other things.

their work should be integrated into scribus 1.5...

for now, tk seems to be the safer choice...
