Either we're not understanding you, or you're not understanding a.l.e --
his method is the way to go.
If you combine shapes, you create something like a doughnut, which in
your case will be a doughnut with a puzzle piece shaped hole, which will
show any background object through it.
So, start with shapes, select both, then Item > Path Tools > Path
Operations... Click through the various choices in Operations to get
what you want. Then convert your result to an Image frame.
