I forgot to mention one more point.
The ultimate responsibility, of course, falls to the editor. If you
publish the book without paying the licensing fees, you can be liable
for damages. (At least in the US.) But it's still within the editor's
right to request that the layout company rectify the issue with the
font. If you signed any contracts upfront, though, make sure that you
check those, because they might stipulate different terms. Most design
contracts stipulate that clients are responsible for asset licensing
fees which they approved.
