An awkward path would be edit in an editor, using pdftex or
luatex tags, compile and print in a TeX variant, import the pages
as pdf, compile in Scribus, and then edit the original file to
correct or add text. 

I note that with a certain amount of work the commonest TeX tags
like \chapter and \section can be replicated as Scribus tags.
However there is the TeX convention of enclosing the text
affected by a tag in {} to deal with. 

I don't use word processors for text entry because they try to do
too much, such as adding page breaks and trying to justify
paragraphs. We could however expand the TeX render facility to
use Scribus fonts. That way we could enter all text in Scribus through the
render facility. Instead of the more complicated LaTeX variant
one of the plain TeX variants would be easier to work with. (Lyx
is a front end to LaTeX so that leads us nowhere.)

Alternatively we could incorporate two features of TeX,
paragraph making and hyphenation, into Scribus code. After all,
that is what the creators of InDesign did. That is ultimately the
solution I would prefer.
