Yes, these are the two ways to manage this. With text distances you will 
set the text flow space with the edges of your frame and shrink the 
expanse of text with the setttings. With the contour line (which you can 
easily expand by an amount/percentage in the shape edit dialog), you 
expand and separate the text flow space from the existing expanse of text.
AFAIK, the contour line is not scriptable.
