I would think that if you were rotating a rectangular image inside a
rectangular frame, you wouldn't be surprised that there is apparent
"clipping" -- it actually isn't clipping, you're just seeing the
boundary of the image.

So just adjust scaling, and position -- keep in mind that Edit Contents
mode works for image frames too, so that you click-drag the image inside
the frame.
