Sounds reasonable. Who will be "we"? Andreas has already tinkered with this, IIRC, and you are working on epub, so both of you look like natural candidates. If you could start on the wiki, others may join in. I suggest starting with an introduction describing how formatting is currently being handled in SLA and CSS, stressing the differences, specifying the requirements (including potential future ones) and then building the spec itself.

This looks like a good solution to me, especially the 2nd paragraph (Bachelor thesis). I'm not sure about GSoC, though, as slots can't be taken for granted. Depending on how this will implemented, it may require some serious coding work.
