Try this ugly but (should be) effective workaround:
Make a frame (text or image) which is the width of your original text frame and make it the height of the space you want to add between certain lines. Turn on text flows around frame for this new frame, so that the text below skips over it. Position and resize as needed.
Once you make one, copy it to your scrapbook for reuse at some other place in your text.
