Yes.
I dont know what went wrong in your case.
Looking at the SLA file with a txt editor mihgt give some explanation.
You could also explain and create a bug report on bugs.scribus.net
But what i would have done rather is to import the pdf with scribus 1.5,
and edit it afterward.
If it's not possible (depending on many things...)
you could alsi, instead of layers, use 2 masterpages :
one with the background, one without, and switch when wanted.
