[scribus] Footnotes Styles - top margin lined

Something you might try would be inline graphics.
Make a line of the size you need, select and copy it, then paste it into
the text frame like text.
Something else you may not know is that you can increase the size of the
space between the above text and the footnote by using the Top Distance
setting.
