It's a bit unusual to reply to one's own post, but i did some research on
the parameter I referred to above and found it. It's at File -> Document
Setup -> Display -> General -> Scratch Space. One can set the distance
from the left edge of the Scibus window to the left edge of the document.
So, in the event it gets moved, the Document Setup dialog will always
display near the left border of the Scribus window and one can simply
change the current settings to something more suitable and thereby move the
window into a display-able position.

The setting that gets changed for me each quarter (mine is a quarterly rag)
is on the same page/same window in Document Setup. It's the Rulers
Relative To Page property which seems to become unchecked through some
magic since I NEVER go into that Document Setup page unless it is to check
that property once again.
Me wonders if that may be somehow related to the mysterious off-page frame
that appears when inserting a page in a long document.
