[scribus] Debian repository broken

I posted about this some months ago . Either nobody knows how to fix it
or what is worse nobody at Scribus cares.

Whatever the cause it gives a very poor impression of Scribus to
possible adopters and certainly doesn't present a very professional
attitude.
