It might be that Rolf's suggestions are a bit advanced for your setting.
They might even be tricky for those with some experience with Scribus.
If you can follow what he says, it is certainly possible that way.
I think I would be more inclined to work with separate Scribus files,
since pages can be easily imported and any necessary changes easily
made. Coordinating page numbers and other style issues is presumably a
very important aspect. What you require I think is a high degree of
organization by those supervising this, more so than the teams. I don't
know if you use Master Pages, but you would need to supply the smaller
teams with all the appropriate MPs that they need, as well as Paragraph
and Character Styles, and of course these can be easily imported from
prior work in Scribus.
Especially when people are working on different time frames and at
different sites, there will need to be attention toward a consistent
look from one article to another, so someone of course has to supervise
this. My guess is that you don't want to be faced with a lot of rework,
which can be very time-consuming.
Having said all this, it sounds like a very interesting, some might say
exciting idea that you have. We'll be highly interested in the results
of this and how you managed to make it work, so keep us posted.
