after sending this email, on a whim i tried setting the text frame's
"Saturation of color of text fill" property (found under
Properties/Text/Color & Effects for a text frame) to 0% while leaving
the color Black and the frame transparency at 100%. fortunately this
works as intended: in the resulting PDF the text frame's text is
invisible (under its associated vector graphic in my case) but still
searchable. this method benefits from the fact that a text frame's
"Saturation of color of text fill" property can be set as a character
style, allowing all hidden text to set/updated to an "invisible but
searchable" style.
of course a single "alternate text" property or metadata attribute
that resulted in the same end result (i.e. searchable hidden text inside
the PDF) would still be preferable, but this seems like a good solution
for the present capabilities of Scribus.
