Maybe pdfnup, part of the package pdfjam (that is based on pdfpages)?

Multivalent can do it too, but from what I understand there are problems
with newer versions of multivalent (I have an older version at home that I
use so I have only read about problems with recent versions).

Probably pdftk kan do it too.
