Here on ubuntu 13.10 i have no issue with accenctuated characters with
scribus 1.4 (but i still  do with scribus 1.5).
Sribus 1.4 version is precisely labelled as such in the about box : 
"1.4.3.svn 22 Mars 2013 - Identifiant de compilation : C-C-T-F-C1.12.16-64bit"
and synaptics displays "1.4.2.dfsg+r18267-1ubuntu2" as its version.

What about your scribus, now : do you still have accented characters issues
running scribus 1.4 on ubuntu ? What version of scribus and ubuntu are you
running exactly ?
