Here my go :

If you create all the pages of your document, all empty,
and then create your frames on the first left and right page,
then you can select both of them and multiple-duplicate them
on all the page in a single operation.
Specify a x move of 0
and a y move totalling page height + vertical space displayed between pages.
(vertical space displayed between pages being set in the document preferences).

to make this common action more UI-easy
