[scribus] Announce: String Freeze for Scribus 1.4.6

Hi All Translators

Please note that we are announcing a string freeze for translation of the Scribus GUI for the
1.4.6 release. Updated TS files have been committed to SVN and are available now for download.

Use http://scribus.net/websvn/listing.php?repname=Scribus&path=%2Fbranches%2FVersion14x%2FScribus%2Fresources%2Ftranslations%2Fpo%2F&#aafe89d05739d7488c7fa195a550a9a0e for a direct link for those that don't check out SVN regularly otherwise. 

Transfix translators can submit there and we will pull updates directly. 
Otherwise, please submit updated TS files to bugs.scribus.net -  compress them and upload them into a new bug. Please only include the TS file.

The time available for the string updates is from now until October 18th.
