it's not about getting rid of the templates.
it's about not touching the files managed by your package management.
if you don't follow this rule, it's very likely that at some time you
will have a broken system and the simplest solution is then to reinstall
everything.
removing the templates will unlikely break something (even if you never
know how your package system reacts to missing files when you update),
but not to mess with the system files seems to me a very sane habit.
this does not apply (OF COURSE!!!!!!) if you compile scribus yourself.
in this case, as you correctly say, go in the directory that you have
set as a target and mess with it as much as you want!
in the worst case you will have to remove the whole install directory
and do a fresh "make install".
not something you should be worried about :-)
just take care not to use a "system" path as the target. of course.
and (of course part 3) do what you want on your own computers!
you're a free man in a free country!
but you might want to refrain from telling other people on a public
mailing list to do things that might break their "system".
it gets archived, referenced in the search engine and unskilled people
will read them.
