Well, I installed Scribus straight out of the repository of Xubuntu, 
it's version 1.4.5
I have found a tutorial for ppa on ubuntuhandbook.org that I tried

Well, it works even on Xubuntu 15.10 and updates Scribus to 1.4.6 and 
the hyphanation works in that version.
