Hi Martin,
One way might be to just follow the links from the main Scribus website:
https://sourceforge.net/projects/scribus/files/scribus-devel/1.5.4/
At the same time, I would generally consider the latest 1.5.5 to be closer to stable than 1.5.4, since there have been a lot of fixes going on since April.
