I'd be surprised if there was a way to genuinely and reliably avoid that 
both in practice and in principle. In practice you're providing input to 
the PDF reader which the reader could interpret any way the programmer and 
user want, much like a web page. PDF readers have no obligation to honor 
the suggestions given. In principle the user should have more control over 
how documents are rendered in order to meet the user's preferences, 
legibility, and accessibility needs.
