[scribus] BUILDING and Debian

This is odd, it should not *fail*.  Here it prints this:

    -- Checking for modules 'harfbuzz>=0.9.42;harfbuzz-icu'
    --   Found harfbuzz, version 2.7.4
    --   Found harfbuzz-icu, version 2.7.4
    Harfbuzz library Found OK
    -- Checking for module 'icu-uc'
    --   Found icu-uc, version 67.1
    -- Checking for module 'harfbuzz-subset>=2.4.0'
    --   No package 'harfbuzz-subset' found

But that's not a failure, it'll just keep continue the building, and
the subsequent make does work here.
