[Scribus] Czech/Brazilian/Portuguese Quotation and a newbie question

It's a must! Qt apps cannot handle po just qm (bianry) files.
I cannot remember the translation program (I'm sitting by Win now).
Try to find in $QTDIR/bin/ something like qmmsg or so... sorry
for my mind hole :(
