[Scribus] Editable areas in templates

How do I create templates with editable text frames?

I want a template with the section name in the footer, right beside the 
page number. I want a text frame in the template itself so that I dont have 
to position/size the text frame on every page. However, I cant seem to find 
  a way to edit an empty text frame in the page footer of a template.
