Yes of course it should be a setting. I don't want it to be active all the time.
But when working with a design you sometimes work with the "overall" appearance
and sometimes with the "fine tuning".

If I for example fill a text frame with Lorem ipsum I'm really not interested in
perfect hyphenation of that text frame...:-) If I was, I wouldn't fill it with
Lorem ipsum.
