Telling what? LyX uses (La)TeX, and in (La)TeX you have to declare explicitly 
what space you want. It does not matter whether you have one or two or more 
empty spaces in the source-TeX-file between words for the typesetting engine, 
therefore LyX does not allow double empty spaces. But, of course, you can 
declare spaces in the source-TeX-file by various macros.
