[Scribus] ANNOUNCE String Freeze Scribus 1.3.1

Hi all,

A new development version 1.3.1 is on the way. 

We've are freezing strings now and all the necessary updates will be 
available by 1200 CET tomorrow in CVS, as well as updated source 
tarballs too.
