Yes. Scribus will always be able to open old fileformats. Also the
fileformat will
not change in the 1.3.3.x series. The 1.3.4cvs fileformat *will* change and
there
is a small chance that docs created with 1.3.4cvs won't open in later
versions.

Version 1.4 will open 1.3.3.x documents as well as 1.3.4 docs, 1.2 docs and
even
older versions.
