Thanks for the offer of help and noting the name issue.

We have written a howto for translating Scribus: 
http://docs.scribus.net/index.php?lang=en&page=translation_howto

This should help to get you going. 

We can use .ts or .po files. ts files are marginally easier for us, 
but we defer to translators's wishes.
