[Scribus] Transparency effects in PDF 1.4

Thanks Craig and sorry guys for the previous post.

I had tested the issue (BTW 1339 Windows) before writing, fiddled, and 
this morning I am unable to reproduce the problem that I had yesterday 
and I feel all silly. (so it's better, the issue is "solved")

Nonetheless the wiki's instructions still puzzle me "Make sure you are 
using PDF 1.4 and have the PDF 1.4 transparency setting on in your 
display settings. " . Where is the PDF 1.4 transparency setting refered to?
