I have had similar problems after fresh install of FC6, went away after I ran
yum install.

Have you run updatedb as su then locate scribus to find where the scribus bin
file is located.

It may be that scribus is in a different directory or some function is not
installed correctly.
You may also want to run yum update scribus or the equivalent installer/updater
for your particular system.
