This has gone through some evolutionary changes. It used to be that more 
space was required above text , so that you had a limit as to how close 
the text can be to the border. In recent versions, this has shifted, 
where less space is seen at the top of the frame, more at the bottom, 
which explains some display issues that can occur when you import an old 
version's file. In the end, it has to do with how much space is assigned 
above and below the baseline for a given font, so you don't run the risk 
of chopping of tops or bottoms of characters.
