[Scribus] Paragraph justification in 1.3.4

The other improvements certainly are major.  But as a long time TeXer 
I view  paragraph justification as the foundation on which other 
features are added. If Scribus lacks it then it is no worse than 
Quark, Ventura  and many others that lack it.  But the comparison in 
people's minds is always to InDesign. Since ID was able to borrow the 
basic algorithm from TeX I have at least a hope that Scribus could do 
the same. But right now I am just asking for a status report to 
answer queries.
