in windows you can run (bash) shell scripts (and the tools called by the 
script which has been posted here) through cygwin.


otherwise, in windows, you can buy an (expensive) imposition tool and 
use it.
no need to download any command line tools and to set up a script which 
does fit your needs.


just google for "imposition windows" and you will find many links.


i just found -- through google -- an imposition plugin for adobe acrobat 
which is shareware and costs only $340 (no publicity for it, since i 
have no idea if it also works!).


you could also read through this:
