psutils is available for windows. this includes psnup to do impositions.
otherwise, you need pdf2ps and ps2pdf, which are part of ghostscript and 
available for windows.

You can also use a "live" version of linux -- one that runs from a CD 
and doesn't install on your computer. This would allow access to your 
file for these conversions, then reboot and go back to windows. Trust 
me, it doesn't hurt to try linux.
