[scribus] qtconfig

I've just found qtconfig in my "Scribus 1.3.3.11" directory.

I've tried to set the cursor flash time to 333ms to make it more 
visible, and done File->Save, but when I restart qtconfig, the setting 
is back to its original value of 1060ms.

Am I missing something obvious ?  Should I be able to configure this 
parameter, or is it unwise ?
