This is where I got puzzled.

What do you mean with "doesn't even open the console"?

What you were supposed to to was:

Start -> Run

type "cmd" and hit Enter

and from the command line run Scribus (maybe first cd to the right directory)

Because when Scribus starts it writes a lot of useful information to
stdout, whic windows unders normally don't see. And also, if an
executable can't be started, Windows will give a more useful error
message when run from the command line.

But you mean you didn't manage to get a command line?
