Perhaps you asked the wrong question. For a book the internal title page
(either page 1 or page i) is usually followed by the copyright page (either
2 or ii. ) Other pages are added in the frontmatter as needed, either with
Roman or Arabic numbers. The first page after the frontmatter is an odd
page: either 1 if Roman numbers have been used for the frontmatter or a
higher odd number if Arabic numbers have been used from the beginning. A
blank is inserted if needed to put that first page on the right hand side of
a two page spread.
In all cases the left hand (verso) pages get even numbers and the right
hand (recto) pages get odd. Check any book for an example.
If you are doing a monograph etc. the same rules apply: even on the left
and odd on the right. Any other numbering scheme will confuse and irritate
your readers. You can always have a title page and abstract followed by a
blank page followed by page 1.
