[scribus] Properties Panel in Scribus 1.3.8 does not appear

The properties panel does not appear. I have found this bug:

My System:

MacOS X 10.6.4

Scribus 1.3.8 (Insalled with the 1.3.8.dmg file)

How shall i fix the problem?
