Exactly. It becomes better if Windows XP versions are tested and 
available. OTOH Vista testing is dispensable if there is a shortage of 
developer time. The Vista installed base is much smaller and is 
shrinking.   Here are the November numbers from 
www.netmarketshare.com:
XP      57.88%
Win 7 19.69%
Vista  12.62%

Dropping active support for more than half our potential users makes 
no sense at this time.
