[scribus] GIMP not there

Click on File -> Preferences, then select External Tools. There should be a place there to specify where the gimp binary is located (in my case: "C:\Program Files\GIMP-2.0\bin\gimp-2.6.exe"). Once that's set you should be able to edit the image in gimp from a right click in Scribus.
