I'd like to agree with Christen's idea. I think it makes perfect sense.
As an example of what I think he means, if any of you has an iPhone, go to type some text and go to the screen to type in some punctuation and press and hold the full stop (.) key. That gives you the option of typing either . or … and if that is able to be implemented in Scribus for justification/forced justification, I think it would work really well.
